The best class for dual pistols from level 1-80 with power gear is likely to be thief. It's good for the core game where single enemies die quickly, and you can just use the Unload skill (#3) to mow them down. It's fun, but gets repetitive. spectre with wells, daredevil, willbender or mirage. the most fun in term of mobility imo is vanilla thief. you can play daredevil with the speed boost dodge, but vanilla thief has a 1200 range steal, making it really fun. specter also has a teleport on all his utility skills and on the elite too.

The cooldown of the skill is 20 secs. With Alac the CD is 16 Secs. With the trait the skill will pulse Alac 6 times with 2 sec duration per pulse. Totaling 12 secs with 0% boon duration. Since you need 16 Secs of Alac to achieve perma Alac, you need 34% boost to turn that 12 secs into 16 Secs. The best build by far that can use both longbow ans gs is dragonhunter, you simply use the meta build but swap sword/scepter and focus for longbow. It won't save you from critical mistakes, but Warrior/Necromancer are generally the safest bet. Being "Tanky" in GW2 is typically the difference between one-shot or two-shot; you don't really gain all that much by being tanky in general PvE; you just do less damage and contribute less to your party & groups.
All are extremely good in open world PvE. In PvP same issue. Lots of shields / sustain and good damage. For guardian FB is extremely meta in fractals / raids. Just high numbers basically.
