Thisis my defacto method of playing AOE2. It basically changes all civilization’s starting population to negative 500 rather than the default value of 0. So effectively, all the original campaigns where the pop maxes out at 75 will now max out at 575 instead. The AI seems to take advantage of the higher population capacity on hard difficulty.
AI unit movement, collision etc. Sure they can increase the cap limit with lower player numbers but probably they tested it doesn't scale well over 1000 units. Probably it costs more per Aoe4 unit than the total war games since total war you can't control individual units. Total war is optimized for that. Thismod increases the maximum population limit from 200 to 1000. To avoid lag, it is advised that you do not play with more than 4 players. You can even make your own no-pop limit mod if you just went to the game's data folder, found the opened it up with a text editor of your choice altho I would recommend Notepad++, pressed ctrl and F at the same time and
Yessadly there are many limitations in modding for tuning packs Ive seen now (for beginners to medium skilled) which does not allow greater mod changes. This + community not helping each other (to less ppl tryed things) = less or worse mods as it should be. If any dev read that: For editor, pls: - Let me change pop limit in files
Underthe Attributes tab there is a category called army, select it. Each civ appears there with its own arby_bag. race_population_cap_table is what you are looking for. Have a look around though, there are many other things in

OK, there's no switch to flip that says "Population Capacity on/off", but it's implemented in the form of a population limit of 80 000 divided by the number of players.
